- ➤ South Carolina will enforce a new hands-free law starting September 1st that bans holding your phone while driving—drivers may use it only when the car is stopped at a red light. During a 180-day grace period, officers will issue educational warnings and fines starting at $100 with a second offense leading to a $200 fine and two points deducted from a license. Queen City News
